Job Purpose

As a PIRO Liaison Officer, you will be part of a specialised team supporting the Commercial Affairs Department’s operations in preventing, deterring and detecting financial crime.

Under the Protection from Scams Act 2025 (effective 1 July2025), police are empowered to issue Police-Initiated Restriction Orders(PIROs) that enable banks to temporarily restrict the banking facilities of potential scam victims.

This role involves direct engagement with scam victims to provide victim support, prevent further financial losses, and help them break free from scam cycles through compassionate intervention and coordinated care.

Key Responsibilities

Victim Engagement and Intervention

  • Work collaboratively with Investigation Officers (IOs) in engaging scam victims and maintain comprehensive documentation of all victim interactions.
  • Provide clear, detailed explanations of Restriction Orders (ROs) to scam victims and guide them through the RO process with patience and empathy.
  • Engage regularly with victims throughout the RO period to build trust and rapport, creating a safe space for open communication about their experiences.
  • Provide anti-scam advisories during the engagements and practical guidance on securing personal information, protecting financial accounts, and recognising future scam attempts.
  • Support victims in rebuilding confidence in their decision-making abilities whilst maintaining appropriate protective measures.
  • Assist victims in accessing appropriate social support services through referrals to relevant community agencies.
  • Plan and participate in suitable activities with victims to strengthen therapeutic relationships and provide normalising experiences.
  • Facilitate mid-point case conferences with relevant units and agencies to review progress and adjust intervention strategies as needed.
  • Monitor victims for signs of continued scam engagement or new targeting attempts, escalating concerns appropriately.
  • Coordinate scheduling for required assessment sessions during the RO phase, ensuring victims understand the purpose and benefits of these evaluations.
  • Arrange participation in scam victim support groups to provide peer support and shared learning opportunities.
  • Establish and maintain relationships with new community agencies to expand referral options and build comprehensive support networks.

Case Management

  • Maintain detailed, accurate records of all victim engagements, including comprehensive case backgrounds, intervention strategies employed, and ongoing progress assessments. Document victims' emotional states, risk factors, and breakthrough moments that indicate growing awareness of their situation.
  • Ensure all documentation meets departmental standards and supports effective case review processes.
  • Monitor and track victims’ journey from initial contact through to case resolution, identifying patterns and factors that contribute to successful interventions.
  • Prepare regular progress reports for supervisors and IOs to inform ongoing case strategies.

Requirements

* Minimum tertiary education

* Relevant work experience in Counselling, Social Work, or related fields with practical application of counselling or social work principles

* Proficiency in Microsoft Office (Word, Excel) for case documentation, reporting, and data management

* Strong communication and interpersonal skills for effective engagement across diverse populations

* Good writing skills for drafting staff submissions

* Ability to work collaboratively with multiple stakeholders, including government and community agencies

* Excellent active listening skills and attention to detail

* Patience, resilience, and emotional stability when working with distressed or resistant individuals

* Ability to work outside office hours when required to accommodate victim needs and operational demands.

* Regular travel required to meet victims at convenient locations outside the office.
