Procurement Manager (EPCC / Oil & Gas)

Salary: $6,000 – $7,500 per month
Location: Singapore

Working Days & Hours : Monday to Friday , 9am to 6pm

Job Overview

We are seeking an experienced Procurement Manager to lead procurement and supply chain activities for EPCC projects within the Oil & Gas and Energy sector.

The successful candidate will oversee sourcing, procurement execution, vendor management, contract negotiations, and supply chain coordination to support project delivery across multidisciplinary engineering and construction projects.

Key Responsibilities

Procurement & Supply Chain Management

• Lead end-to-end procurement activities from sourcing and tendering to delivery and project close-out.
• Develop procurement strategies aligned with project schedules, budgets, and operational requirements.
• Manage procurement planning, bid evaluations, commercial negotiations, and contract administration.
• Ensure compliance with procurement procedures, project specifications, and industry standards.
• Identify opportunities for cost optimisation and process improvement.

Procurement Scope Management

Coordinate procurement activities for:

• Mechanical equipment and materials
• Electrical & Instrumentation (E&I) systems
• Piping, valves, fittings, and structural materials
• Rotating and static equipment
• Civil and construction materials
• HVAC and utility systems
• Fire & Gas and safety systems
• Logistics, transportation, and subcontracting services

Vendor & Commercial Management

• Source, evaluate, and manage supplier and vendor relationships.
• Conduct negotiations on pricing, payment terms, delivery schedules, and contractual matters.
• Monitor supplier performance and ensure timely delivery of materials and equipment.
• Resolve procurement and supply chain issues impacting project execution.

Project Coordination

• Work closely with Engineering, Project Management, Construction, QA/QC, and Logistics teams.
• Monitor procurement schedules and support timely delivery of long-lead items.
• Prepare procurement status reports and updates for management and stakeholders.
• Identify procurement risks and implement mitigation measures.

Team Leadership

• Lead and support procurement team members including buyers, expeditors, and logistics coordinators.
• Assign responsibilities and monitor procurement performance.
• Support continuous improvement initiatives across procurement operations.

Requirements

Qualifications

• Degree in Engineering, Supply Chain, Procurement, Business, or related discipline.

Experience

• Minimum 8 years of relevant procurement experience in Oil & Gas, Energy, Petrochemical, or EPCC industries.
• Experience in procurement coordination, vendor management, and contract administration.
• Exposure to multidisciplinary project procurement activities will be advantageous.

Skills & Competencies

• Good understanding of EPC/EPCC procurement processes and supply chain operations.
• Strong negotiation and stakeholder management skills.
• Ability to manage procurement schedules and project priorities in a fast-paced environment.
• Experience with ERP systems and Microsoft Office applications.
• Good communication and leadership abilities.

Preferred Experience

• Experience in Natural Gas, LNG, petrochemical, or energy infrastructure projects.
• Exposure to regional or international procurement operations.
• Experience managing long-lead equipment and technical procurement packages.
