Job Summary

Manage cost estimation, financial projection, and payment claims for contractor works, ensuring timely submissions and compliance with contract requirements to support project financial control and procurement processes.

Responsibilities

• Prepare cost estimations by verifying subcontractors’, vendors’, and specialists’ submissions to ensure accuracy before endorsement and timely submission to Employer Representatives for approval
• Develop financial projections and implement budgetary and expenditure controls for Contractor’s works to maintain financial discipline
• Prepare Contractor’s monthly payment claims and final accounts, ensuring complete and timely submission with all supporting documents to Employer Representatives for payment processing
• Conduct site measurements and evaluate claims for Work Orders to validate work progress and costs
• Compile payment claims, interim certificates, Work Orders, and invoices, ensuring their timely submission to Employer Representatives for payment approval
• Review and prepare contract specifications, evaluate tender submissions, and assist in contract documentation as required by the Superintending Officer or Employer Representatives
• Evaluate and verify “star rate items” before work commencement to confirm reasonableness and alignment with fair market prices for acceptance by the Superintending Officer or Employer Representatives
• Collate, analyze, and review star rates and quotation rates to inform and improve future procurement decisions

Required competencies and certifications

• Possess a relevant Degree or Diploma from a recognized institution
• Minimum of 3 continuous years of relevant working experience

Preferred competencies and qualifications

• Registered membership with the Singapore Institute of Surveyors and Valuers (SISV)
