We are seeking a Lead Consultant (Aviation) with at least 20 years of aviation industry experience and deep technical and operational expertise in air traffic management (ATM), air navigation services (ANS) and ATC automation. The role requires detailed knowledge of arrival and departure management(AMAN/DMAN), time-based metering and sequencing, trajectory-based operations, traffic flow management and airspace optimisation, supported by a strong understanding of flight data processing, surveillance systems and air-ground datalink technologies.

As the lead aviation subject-matter expert, you will connect operational procedures, controller workflows, aircraft capabilities and airport constraints with the design and delivery of technical solutions. Responsibilities:

• Serve as the lead aviation subject-matter expert, guiding solution development across air traffic management (ATM), air navigation services (ANS),airport operations and aviation digital platforms.
• Translate operational concepts, procedures and constraints into systemrequirements, solution architectures, algorithms and implementation plans.
• Shape solutions involving arrival and departure management (AMAN/DMAN),time-based metering and scheduling, trajectory-based operations (TBO), trafficflow management and airspace optimisation.
• Provide technical guidance on core air traffic control (ATC) automation,including flight data processing, surveillance data processing, controllerworking positions and interfaces with supporting aviation systems.
• Apply experience from multiple airports, aviation authorities andinternational programmes to develop solutions suited to different operationalenvironments.
• Lead aviation data engineering initiatives, including ingestion,integration and processing of flight, surveillance, trajectory, airport andother operational data.
• Architect cloud-based aviation platforms supporting real-timeapplications, data pipelines, advanced analytics and operational decisionsupport.
• Lead the development and evaluation of AI-enabled aviation applications,including operational assistants and contingency planning tools, withappropriate human oversight and validation.
• Direct technical delivery from concept and requirements throughprototyping, simulation, system integration, operational validation anddeployment.
• Advise on aviation system modernisation, interoperability, transitionplanning and operational continuity.
• Engage operational users, authorities, technology providers andengineering teams to resolve complex technical and operational issues.
• Remain hands-on in design reviews, software implementation reviews andtechnical problem-solving, while mentoring teams and transferring aviationdomain knowledge.

Requirements:

Aviation Experience and Domain Expertise

• At least 20 years of aviation industry experience, encompassing aviation technical expertise, systems engineering, solution development and project delivery.
• Deep, detailedknowledge of ATM and ANS operational environments, including the interactionbetween aircraft capabilities, controller tools, airport operations andairspace procedures.
• Substantial expertisein AMAN/DMAN, including the operational and algorithmic principles of arrivalsequencing, time-based metering, scheduling and trajectory prediction.
• Strong understanding ofcore ATC automation, including flight data processing, surveillance dataprocessing, controller working positions and system interfaces.
• Detailed knowledge oftraffic flow and airspace optimisation, with an understanding of terminal,en-route, airport surface and oceanic operational environments.
• Strong knowledge ofsurveillance and air-ground datalink technologies, such as ADS-B, CPDLC andACARS, and their application to integrated aviation solutions.
• Understanding of TBO,Performance Based Navigation (PBN), Required Time of Arrival (RTA) and therelationship between aircraft flight management systems and ground-based ATMsystems.
• Working knowledge of relevant ICAO standards and aviation interoperability frameworks, including SWIM, FF-ICE and applicable information exchange formats such as FIXM and ASTERIX.

Aviation Project Delivery and Consulting

• Demonstrated delivery experience across multiple aviation projects, including engagements with civil aviation authorities or air navigation service providers in regional or international settings.
• Proven ability to shape solutions for different airports or airspace environments and adapt technical approaches to local operational requirements.
• Experience translating aviation operational needs into technical specifications, architectures and deliverable engineering solutions.
• Experience leadingmultidisciplinary teams through requirements definition, development,integration, validation and operational deployment.
• Ability to advisesenior stakeholders on aviation modernisation strategies, technology options,implementation risks and transition roadmaps.
• Strong understanding of safety-critical aviation environments and the implications for reliability, assurance, change management and operational continuity.

Aviation Data Engineering and Applied AI

• Strong hands-on experience designing or delivering data-intensive aviation platforms, including real-time and batch data pipelines, data transformation, quality controls and analytical processing.
• Ability to interpret aviation operational data and preserve its operational meaning throughout integration, processing and analysis.
• Experience with cloud architecture, containerised applications, event-driven integration and distributed processing, using technologies such as Kubernetes, Kafka, Databricks and Apache Spark, or equivalents.
• Practical experience developing or technically leading AI-enabled aviation solutions, including decision support, scenario evaluation or operational assistance.
• Ability to assess AI outputs against aviation operational constraints and define appropriate evaluation, traceability and human oversight arrangements.
• Technical proficiency in one or more relevant programming languages, such as Python, Java or C/C++,sufficient to guide implementation and resolve complex engineering issues.

Leadership and Qualifications

• Strong stakeholder engagement and communication skills, including the ability to explain and defend technical recommendations to operational specialists and senior decision-makers.
• Demonstrated ability to mentor engineering teams and build aviation domain capability across an organisation.
• A degree in aerospace engineering, computer engineering, computer science or a related discipline, or equivalent relevant professional experience.

• Aviation consulting or programme delivery in the Asia-Pacific region.
