[What the role is]
The Deputy Manager, Data & AI Governance is responsible for developing, maintaining, and operationalising Institute of Higher Learning (IHL) Data & AI Governance Framework, policies, standards, and processes.[What you will be working on]
1. Data & AI Governance Strategy, Policy and Standards
• Lead or support the review, enhancement and maintenance of Data & AI Governance Policy, Standards, Frameworks and Guidelines.
• Ensure governance policies remain aligned with evolving WOG directives, IM8 requirements, AI governance guidance, PDPA and other regulatory obligations.
• Identify policy gaps and recommend improvements to governance frameworks, controls and accountability structures.
• Develop governance standards, templates, playbooks, SOPs and guidance materials to support implementation.
• Support governance committees and working groups through policy papers, reports and recommendations.
2. Policy Interpretation and Translation into Operations
• Interpret government policies, circulars and governance requirements and translate them into practical operational processes.
• Lead or support the design of governance workflows covering data access, data sharing, data quality, metadata management, AI assessments, risk approvals and compliance monitoring.
• Work with business owners, data owners, system owners and data stewards to embed governance requirements into day-to-day operations.
• Develop governance operating procedures that balance compliance with business efficiency.
• Establish governance controls, escalation processes and assurance activities.
3. Data and AI Risk Management
• Conduct and facilitate Data and AI Governance Risk Assessments for new initiatives, systems, data-sharing requests and AI use cases.
• Review AI solutions against governance, ethics, privacy, security and operational risk requirements.
• Assess compliance with MOE and WOG governance expectations where applicable.
• Recommend risk mitigation measures and monitor implementation.
• Maintain governance risk registers and support reporting to management and governance committees.
• Support investigation and remediation of governance-related issues and policy breaches.
4. Governance Advisory and Compliance Management
• Serve as subject matter expert on Data and AI Governance.
• Advise Schools and Departments on governance requirements, interpretation of policies and compliance obligations.
• Monitor governance compliance and maturity through reviews, self-assessments and audits.
• Develop governance dashboards, metrics and reports for management oversight.
• Coordinate responses to governance reviews, audits and assurance exercises.
5. Stakeholder Engagement and Change Management
• Build strong partnerships with Schools, Departments, IT, HR, Legal, Risk and other stakeholders.
• Facilitate cross-functional discussions to resolve governance issues and align ownership, accountability and decision-making.
• Drive governance awareness programmes, workshops and capability-building initiatives.
• Promote a strong culture of responsible, ethical and secure use of data and AI.
• Influence stakeholders across all levels through effective communication and engagement.
6. Communication and Governance Enablement
• Simplify complex regulatory and policy requirements into practical guidance understandable by non-specialists.
• Prepare awareness materials, presentations, training resources and governance communications.
• Communicate governance requirements in clear, business-friendly language.
• Drive compliance through education, engagement and stakeholder ownership rather than enforcement alone.
• Champion adoption of governance best practices institution-wide.
[What we are looking for]
• Qualification in Information Systems, Data Management, Computer Science, Public Policy, Governance, Risk Management, Business, Law or a related discipline.
• Relevant certifications in data governance, privacy, risk management, AI governance or cybersecurity will be advantageous.
Experience
• At least 5-8 years of experience in data governance, information governance, risk management, compliance, cybersecurity, AI governance or related fields.
• Experience interpreting government regulations, circulars, standards or policy frameworks.
• Experience developing policies, governance frameworks, SOPs and operating models.
• Experience conducting risk assessments and governance reviews.
• Experience working with enterprise stakeholders across multiple business functions.
