Job Description

We are seeking an experienced Safety cum Environmental Control Officer to manage workplace safety, health and environmental compliance across construction project sites.

The successful candidate will be responsible for implementing HSE systems, managing site risks, ensuring regulatory compliance and promoting a strong safety and environmental culture across multiple project sites.

Key Responsibilities

• Implement and maintain the Workplace Safety and Health Management System, Risk Management framework, HSE Plan and Environmental Control Programme.
• Ensure compliance with applicable WSH and environmental legislation, ISO standards, authority requirements and project specifications.
• Conduct site inspections, audits, safety walks and environmental assessments.
• Identify and manage workplace hazards, unsafe conditions and environmental non-compliances.
• Assess risks relating to work activities, machinery, equipment, vehicles, dust, noise, water discharge, waste, drainage, vector control and housekeeping.
• Recommend, implement and follow up on corrective and preventive actions (CAPA).
• Advise project and operations teams on safe work planning and appropriate environmental control measures.
• Inspect machinery, tools, vehicles, HSE equipment and environmental controls to ensure they are properly maintained and safe for use.
• Investigate workplace incidents, environmental incidents, property damage, near misses and non-compliance cases.
• Maintain HSE and environmental documentation, inspection records, hazard reports, monitoring records, checklists and monthly site updates.
• Monitor HSE performance data and support achievement of site safety and environmental KPIs.
• Conduct toolbox meetings, safety briefings, awareness sessions and HSE initiatives.
• Lead site safety personnel and coordinate with project teams, subcontractors, clients, main contractors, consultants and relevant authorities.
• Manage HSE requirements across multiple project sites.
• Perform other safety and environmental duties as assigned.
• Be comfortable working outdoors and spending significant time at construction sites.

Requirements

• WSQ Specialist Diploma in Workplace Safety and Health, or an equivalent recognised qualification.
• Diploma or Degree in Environmental Engineering, Environmental Science, Civil Engineering, Construction Management, Occupational Safety and Health or a related discipline.
• Valid WSHO and Environmental Control Officer certifications, including relevant registration where required.
• 2–5 years of relevant construction industry experience.
• Experience in building, civil engineering, infrastructure or HDB projects is preferred.
• Good knowledge of Singapore WSH and NEA environmental regulations, environmental management requirements and construction-site practices.
• Proficient in Microsoft Office 365, including preparation and analysis of HSE reports and data.
• Strong safety leadership, communication and stakeholder-management skills.
• Able to manage HSE responsibilities across multiple project sites.
• Able to remain calm and make appropriate decisions when handling site safety matters.
• Valid Singapore Class 3 Driving Licence.
