SCC is seeking a dedicated Social Worker to support low-income families in public rental housing as they journey toward long-term stability and home ownership. You will work with families facing low to moderate risk, helping them build stability in these key areas: employment, financial resilience, family functioning, and children’s education - culminating in sustainable ownership of a home they can call their own.

In this role, you will deliver key programmes such as KeyStart and Fresh Start Support Programme, collaborate with community partners, and leverage national initiatives like the Fresh Start Housing Scheme and ComLink+ Progress Packages. Job Description:

1. Support low-income families with children living in public rental housing, to achieve the goal of sustainable home ownership through programme implementation and service delivery of the KeyStart Home Ownership Programme (KeyStart) and/or Fresh Start Support Programme (FSSP), empowering and enabling families to create a brighter future and uplift themselves from the poverty cycle.

2. Deliver holistic casework and/or social work interventions focused on successful attainment and/or maintenance of stability in five core areas: home ownership, employment, family stability and resilience, children’s education, and financial stability. The core expectation is for families to demonstrate progress in their home ownership journey, employment, financial stability, family functioning, and regular school attendance for children.

  • This support should be delivered collaboratively with community stakeholders and ecosystem partners; with relevant conduct of comprehensive assessments, guidance and capability building, and bridging access to resources.
  • This includes using relevant theories and intervention modalities to create tangible, attainable and sustainable impacts on each family; and adhering to Singapore Association of Social Worker (SASW) Code of Professional Ethics.
  • A dedicated focus will be tailored guidance on meeting relevant criteria for and accessing various support schemes/programmes, such as but not limited to Fresh Start Housing Scheme, ComLink+ Progress Packages, and KeyStart Home Ownership Programme.
  • Such support will be provided on an ongoing basis until the family achieves home ownership, and for a follow-up period (specific to each programme) after the family moves out into home ownership.

3. Provide supervision and guidance to the assigned Social Work Associates / Home Ownership Associates, building their capabilities to support families effectively and aligning their efforts with the programmes’ objectives and desired family outcomes.

4. Monitor and document families’ progress through case notes and outcome tracking, maintaining accurate and confidential records using platforms such as our internal Family Transformation Management System (FTMS). Provide reports that reflect families’ progress and readiness for home ownership.

5. Specialize in working with families with low to moderate risk profiles who nonetheless face structural and significant barriers to achieving home ownership and social mobility, offering professional support to bridge the gap.

Job Requirement:

  • You should possess a Degree or Post Graduate Diploma in Social Work from recognised universities; with a pathway to work towards being an Accredited Social Worker
  • Preferably with at least 3 years of relevant social work experience.
  • You should be a passionate change-maker who is driven by a deep desire to make a difference in people’s lives. You believe that every family has the potential for transformation, and you are committed to guiding them along that journey.
  • You should be a creative problem-solver who is innovative and resourceful in designing tailored solutions that address the unique challenges faced by each family. You excel in collaboration and know how to connect families with the right resources and support systems.
  • You should possess the ability to communicate well, both verbally and in writing, and be able to empathize and allow families to feel empowered and supported, with a commitment to building healthy and strong relationships with the families you serve.
  • You should possess the vision to see families in poverty not only continually survive, but work towards thriving by breaking the cycle of poverty.
