12 Months Contract Auditor, Regulatory Monitoring & Testing #BJJ

Our client, a leading financial institution, is seeking an experienced and detail-oriented Auditor, Regulatory Monitoring & Testing professional to join their Compliance team on a 12-month contract.

The successful candidate will support the Head of Regulatory Monitoring & Testing, Singapore in managing regulatory risks and strengthening the overall regulatory compliance framework. The role will be responsible for executing risk-based compliance monitoring and surveillance programmes, providing independent assurance on compliance with key laws and regulations, and preparing regulatory and management reports.

The role will cover key regulatory areas, including the Banking Act, Securities and Futures Act, Financial Advisers Act, Personal Data Protection Act and other applicable laws and regulations.

Key Responsibilities

• Support the Head of Regulatory Monitoring & Testing in managing and assessing regulatory risks across the organisation.

• Conduct risk-based compliance monitoring programmes, including regulatory surveillance and thematic reviews, to provide independent assurance over regulatory compliance.

• Review, develop and implement monitoring and testing programmes based on applicable laws, regulations, regulatory requirements and the organisation's risk appetite.

• Develop and enhance monitoring tools, testing aids, templates and reports to improve the effectiveness and quality of compliance assurance activities.

• Ensure monitoring and testing scopes are appropriate, sufficiently comprehensive and supported by representative testing to provide meaningful independent assurance.

• Plan and schedule monitoring programmes to ensure timely completion and effective tracking of progress.

• Prepare high-quality monitoring and testing reports, clearly documenting findings, observations, risks and recommendations.

• Collate and prepare accurate and timely regulatory compliance information and reports for Senior Management, the Board, Head Office and regulators as required.

• Compile monthly regulatory monitoring and testing reports for management reporting and oversight.

• Support and manage regulatory inspections, internal audits and external audits, including coordinating information requests and providing timely and accurate responses to queries.

• Work closely with relevant business and support functions to understand processes and controls implemented to manage regulatory risks.

• Keep abreast of changes in laws, regulations and regulatory expectations, and assess their potential impact on the organisation's compliance monitoring framework.

• Perform other compliance monitoring, testing and regulatory risk-related activities as assigned.

Requirements

• Degree in Banking & Finance, Business, Accountancy, Law, Compliance, Risk Management or a related discipline.

• Relevant experience in Regulatory Compliance, Compliance Monitoring & Testing, Compliance Assurance, Regulatory Risk, Internal Audit or Risk Management within the banking or financial services industry.

• Good knowledge and understanding of Singapore's regulatory requirements and key financial services legislation.

• Experience in conducting risk-based compliance monitoring, surveillance programmes, thematic reviews and control testing.

• Strong understanding of regulatory risk and internal control frameworks within a banking or financial services environment.

• Strong analytical and investigative skills, with the ability to assess complex regulatory requirements and identify potential compliance risks.

• Excellent report-writing and communication skills, with the ability to articulate findings and recommendations clearly to senior stakeholders.

• Good organisational and project management skills, with the ability to manage multiple monitoring programmes and meet tight deadlines.

• Salary ranges between S$4,500 to S$5,500 per month.
